Simcity Buildit Specializations are structures that increase the limit of population a city can have. Specializations also make Sims happy which in turn triggers a bubble over buildings that can rewards special items. Out of everything that can be placed Specializations have the least effect on happiness. It’s best to think of all of them as Parks. Besides Parks only one can be purchased of each structure.
The first building in each category with cost Simoleons. The remainder will need to be purchased with Golden Keys. Key can be obtained by completing Shipments at the Cargo Dock and Disaster Challenges at Dr. Vu Tower. Shipments will net you 1 key every 6 hours and is the first option available when reaching 20,000 Sims. Dr. Vu Tower can reward 10-15 keys per Disaster Challenge with no cooldown time, but you have to use special item gotten from Sim bubbles to trigger disasters.

Parks Lv 3
this will be the first one available to the player. Having homes in the radius of parks will help upgrade them for increase population levels.
Education Lv 10
When this becomes available at level 10 the cost will probably be out of reach for most players. To unlock the next building on the list you’ll have to purchase the one before it.
Transportation Lv 10
Once the Department of Transportation is placed you can then purchase any of the remainder when the population goal is reached. Despite other Simcity’s these buildings will have no effect on traffic. Roads are only for transportation of services like water. They also determine how Sims happiness when a home directly next to the road has more population than it can support.
Entertainment Lv 20
Once the Entertainment HQ is placed you can then purchase any of the remainder when the population goal is reached.
Gambling Lv 25
Has nothing to do with gambling despite the names. Works exactly like a park.
Landmarks Lv 30
The last of the Specializations to be unlocked at level 30. Once the Department of Culture is placed you can then purchase any of the remainder when the population goal is reached.
